South Africa's REFIT Programme Starts to Take Shape
The National Energy Regulator of South Africa (NERSA) has issued a consultation paper ("the Consultation Paper") in relation to South Africa's nascent Renewable Energy Feed-in Tariff programme ("REFIT"), NERSA's proposed mechanism to encourage the development of renewable energy generation. The Consultation Paper, released last month, follows the publication by NERSA in March of Regulatory Guidelines ("the Guidelines"). The Guidelines themselves followed a consultation process undertaken by NERSA to determine the most appropriate mechanism for promoting renewable energy generation in South Africa. The result of this process was the selection of guaranteed pricing, or a "feed-in tariff," in preference to mandated renewable energy targets or obligations.
