Mr. Moore has been involved in numerous international and domestic transactions in the energy sector and as an active commercial litigator in the energy industry. An internationally recognized authority in the field of energy industry regulation, Mr. Moore has held a number of high-level government positions in the field.

As general counsel of the U.S. Federal Energy Regulatory Commission (FERC), Mr. Moore was the agency's chief legal officer with jurisdiction over natural gas sales and interstate transportation and storage of natural gas; wholesale sales and transmission of electric power; transportation of crude oil and refined products by pipeline; and licensing of US hydroelectric facilities. Mr. Moore has also served as energy advisor to the governor of Texas and as the Texas official representative on the Interstate Oil Compact Commission.

Representative Matters

  • Lead counsel for Enron before FERC and related courts in connection with Western Energy Crisis proceedings;
  • Lead counsel for Aquila in California natural-gas litigation; and
  • Lead counsel for JP Morgan before FERC and related courts in Illinois Auction complaint case brought by Attorney General Lisa Madigan asserting market manipulation of electric power prices.
  • Lead counsel for SEMCO Energy and MidAmerica Energy Holdings in certificating and development of Cook Inlet Natural Gas Storage Alaska project for first ever natural gas storage service in Alaska for others.
