Delia D. Patterson

Associate

Delia Patterson advises and represents clients on matters related to the regulation of energy companies by the Federal Energy Regulatory Commission (FERC), including natural gas certificate proceedings, enforcement investigations of gas and electric matters, FERC’s rules on relationships and transactions between affiliates and regulatory issues arising in conjunction with energy asset sales and acquisitions. Ms. Patterson has experience in both the electric and natural gas sectors and has represented major electric utilities, natural gas companies and energy trading companies. She counsels clients in energy project finance transactions. Ms. Patterson also advises clients on project funding opportunities under the American Recovery and Reinvestment Act and U.S. Department of Energy (DOE) grant and loan guarantee programs.

Before finishing law school and joining the firm, Ms. Patterson was a United States Naval officer assigned to the headquarters of the Naval Nuclear Propulsion Program, a joint program between the U.S. Department of Defense and DOE. She also externed for Judge Mary Ellen Coster Williams, U.S. Court of Federal Claims.

Ms. Patterson is a highly skilled mediator who mediates for the D.C. Superior Court Multi-Door Dispute Resolution Division. She is a Court Appointed Special Advocate, a trained community volunteer appointed by a judge to advocate for the best interests of an abused, neglected or dependent ward of the court. She also regularly serves as a volunteer performing intake services for low-income clients with the Archdiocesan Legal Network.

Representative Matters

  • Represented natural gas storage project developers on the development, permitting and expansion of several high-performance natural gas storage projects;
  • Counseled an oil and gas marketer on the sale of its natural-gas trading “book;”
  • Drafted several electric power purchase agreements and participated in negotiations of terms and conditions of these power purchase agreements;
  • Advised FERC-regulated natural gas and electric companies on compliance with FERC regulations; and
  • Represented energy companies seeking DOE funding for renewable and transmission-related technologies.
