Meabh Purcell

Ms. Purcell has been an associate in the firm's Regulatory and Energy practice since 1989. Her primary practice area is the representation of regulated utilities, and she has represented retail electric and gas utilities in virtually all aspects of state regulation. Ms. Purcell's principal areas of expertise include electric restructuring and gas unbundling, as well as rate proceedings, rate design issues, integrated resource planning and demand side management initiatives. Ms. Purcell has also advised several energy clients on the state law aspects of public utility mergers and acquisitions and has represented municipal electric systems on state regulatory matters. As well as gas and electric companies, for a number of years, Meabh represented one of the country’s largest cable television companies on regulatory matters before the Vermont Public Service Board. Ms. Purcell regularly practices before the Massachusetts Department of Public Utilities, the New Hampshire and Maine Public Utilities Commissions, the Connecticut Department of Public Utility Control, and the Vermont Public Service Board. Meabh has advised clients on state regulatory matters in over 40 jurisdictions.
