James Simpson has more than 25 years of corporate transaction experience, focused in large part in the power, energy and infrastructure area: project development; privatizations; mergers and acquisitions; debt and equity financings; government work; and restructurings. He has been based in Europe since 1992, when he first established and then was head of the firm's Budapest office. His considerable privatization and transactional experience in Central and Eastern Europe and Russia/CIS dates back to 1990. In 1997, he relocated to London, where he is co-head of the Project Finance and Infrastructure Practice. Mr. Simpson is very active in the firm's practice in the Middle East and North Africa, and is also a senior member of the Japanese Client Group. He divides his time between London and Abu Dhabi.
Mr. Simpson has extensive experience in project finance and infrastructure (for instance, power, water/waste water, ports, airports and motorways), oil and gas, and renewables and clean energy, as well as telecommunications. He regularly acts for project sponsors, infrastructure funds, independent power producers, lenders (including multilateral financial institutions), equity investors and governments in projects or on transactions throughout Europe, the Middle East, Africa and India. He has over a decade of project finance and infrastructure experience in the Middle East and North Africa.
He also has a broad range of experience in the sports area (e.g. stadium financings, acquisitions, debt and equity financings, private equity and commercial arrangements).
Mr. Simpson is a frequent speaker on topics relating to power and infrastructure, with particular reference to emerging markets. He has also authored articles on a wide range of subjects; recent topics include the history of power privatization in Central Europe; a case study of the ADWEA ISTP2 waste water project financing, designated as "Middle East Utilities and Water Deal of the Year" in 2009; and implementing motorway concessions in emerging markets.

- Representing the Abu Dhabi Water and Electricity Authority ("ADWEA") and affiliates in connection with the structuring, implementation and project financing of a BOOT project involving the development and construction of two new sewage treatment plants at Wathba and Al Saad ("ISTP1" -- the foreign shareholders for ISTP1 are Kharafi National and Biwater)
- Representing ADWEA and affiliates, including advising the project company, in connection with the structuring, implementation and project financing of a BOOT project involving the development and construction of two new sewage treatment plants at Wathba and Al Ain ("ISTP2" -- the foreign shareholders for ISTP2 are Veolia and Besix)
- Representing ADWEA and its affiliates in connection with its proposed outsourcing of operation, maintenance and management services relating to water and electricity distribution activities in Abu Dhabi and Al Ain
- Representing sponsors, equity investors and lenders on power, energy, water/waste water and other infrastructure transactions in the Arabian Gulf, elsewhere in the Middle East and North Africa
- Representing NRG Energy ("NRG") in connection with its acquisition of Powergen's interest in two power plants in Germany (MIBRAG and Schkopau) and the Csepel power plant in Hungary; and the subsequent disposition of the Csepel power plant in Hungary and the Kladno power plant in the Czech Republic to Atel – the disposition was designated "M&A Deal of the Year"
- Representing NRG in connection with the proposed privatization and financing of each of the 3,000 MW Narva and Eesti power plants in Estonia (and related mining assets) and the Rybnik power plant in Poland
- Representing PKN Orlen in connection with its participation in the project financing of the Basell polyolefin project in Poland (the "European Petrochemicals Deal of the Year") and its acquisition of the retail assets of BP/Aral in Northern Germany
- Representing AEP and other U.S. utilities in a wide range of acquisitions and dispositions in the United Kingdom and throughout Europe
- Representing sponsors and equity investors in telecom projects throughout Western Europe (e.g., United Kingdom, France, Germany, Denmark and Italy)
